INTRA-LAKE LAND USE RECLASSIFICATION

Background Summary

With hundreds of lakes in the County and the dramatic increases in development pressures, Cass County and its partners have recognized the need to more closely consider land use impacts on our lakes. It is generally recognized that areas within lake basins may vary greatly, having different ecological characteristics, providing different habitats for wildlife and fish species, and performing different water quality functions. However, the current lake classification system assigns one class to an entire lake basin without regard for these varied characteristics.

A technical committee is charged with determining criteria for identifying “resource protection areas” and recommending standards for protection. The goals for the project are:

• Select pilot lakes for initial regulations

• Develop GIS-based criteria to identify Resource Protection (RP) zones

• Apply criteria to pilot lakes

• Develop (RP) zone standards

• Hold informational meetings for lake associations and lakeshore owners—Provided   educational materials

• Amend ordinances to include RP standards for pilot lakes

• Identify RP zones on other lakes

• Implement RP zones county-wide
